German prosecutors have arrested August Hanning, the 80 year old former head of the Bundesnachrichtendienst, the country's foreign intelligence agency, on suspicion of treasonous espionage and attempted treason. Hanning led the BND between 1998 and 2005 before later serving in government roles and building a career in private consulting.

He was detained in Bad Toelz-Wolfratshausen in southern Germany. A separate arrest was made in Steinfurt, in the west of the country, where a man identified only as Manfred D., who had served as chief of staff to Hanning and later to his BND successors, was taken into custody on suspicion of aiding and abetting the alleged treason and espionage.

## An Alleged Years Long Arrangement

According to Germany's federal prosecutor, Manfred D. continued serving as chief of staff within the BND leadership through 2012 and into this year, a position investigators say gave him ongoing access to confidential material. Prosecutors allege he passed that material to Hanning in exchange for payment, material Hanning is then accused of drawing on in his private consulting work.

Investigators say the arrangement went further than passive information sharing. Prosecutors described one instance in which Hanning is alleged to have used classified intelligence supplied by Manfred D. to prepare an analysis for an officer working with a foreign intelligence service, a detail that moves the case from a leak of sensitive material toward active cooperation with an outside power.

## A Foreign Intelligence Link

German outlet Der Spiegel has reported, citing unnamed sources, that Hanning was in contact with a representative of Azerbaijan's intelligence service, offering a possible answer to who the material may have ultimately benefited. German authorities have not formally confirmed that detail as part of the public case against Hanning.

Deutsche Welle described the case as the most significant espionage scandal Germany has seen this century, a characterization that reflects both Hanning's former seniority within the country's intelligence establishment and the length of time the alleged arrangement is said to have continued.

## Why It Matters

The case is striking precisely because of who stands accused: not a junior official or outside operative, but a man who once ran the agency responsible for protecting Germany's secrets from exactly this kind of compromise. If the allegations hold up, the scandal raises uncomfortable questions about how a former chief of the country's own foreign intelligence service could allegedly draw on classified material for years through a successor's chief of staff without detection, and what that says about oversight of former senior officials once they leave office.
